The Problem
Thousands of parcels, zero pipeline visibility
FEMA’s Private Property Debris Removal program requires each property to pass through a multi-stage pipeline: right-of-entry authorization, hazard assessment, eligibility determination, FEMA approval, debris removal execution, and project closeout. Each stage requires specific spatial data, photo documentation, and chain-of-custody records.
On large-scale PPDR programs with thousands of properties across multiple jurisdictions and monitoring firms managing field operations, there is typically no centralized way to track which properties are at which stage, which are stalled, or which have documentation gaps that would jeopardize FEMA reimbursement.

One system from intake to closeout
We design master feature services with schemas that mirror the FEMA PAPPG eligibility pipeline, giving every parcel a clear status position and surfacing documentation gaps before they become reimbursement problems. The system integrates with monitoring firm portals for automated data synchronization, eliminating manual status updates.
Experience Builder dashboards give program managers jurisdiction-level views with drill-down capability to individual parcels. Survey123 forms handle field data collection for reassessment and eligibility documentation, feeding directly into the master dataset.
Pipeline Architecture
Seven stages from request to closeout
1. Citizen Request / Right-of-Entry
Property enters the system via monitoring firms after citizen request. Right-of-entry authorization is obtained and geocoded to the parcel record.
2. Hazard Assessment
Monitoring firm field crews document debris type, volume estimates, access conditions, and environmental considerations.
3. Eligibility Determination
Assessment data reviewed against FEMA PAPPG criteria: immediate threat to life/safety, improved property, incident-related debris, and public interest determination.
4. FEMA Review & Approval
Approved parcels advance to removal queue. Ineligible determinations flagged with specific criteria codes for potential appeal documentation.
5. Debris Removal Execution
Monitoring firm tracks removal operations with parcel status updated in the master record.
6. Quality Assurance
Post-removal site verification and documentation completeness review. Parcel reassessment if conditions have changed since initial assessment.
7. Closeout
Final documentation package compiled for FEMA reimbursement. All pipeline stages verified complete with required photo documentation, forms, and approval records.

Operator Interface: Experience Builder application with cross-filtered map, attribute table, and embedded Survey123 forms for inline editing and reassessment workflows.
Field Collection: Survey123 forms for hazard assessment, parcel reassessment, and eligibility documentation. Designed for offline-capable mobile deployment in areas with limited connectivity.
External Sync: Python scripts synchronizing data with monitoring firm portals. Automated field standardization and status reconciliation between program and monitoring firm systems.
Compliance Layer: Schema designed to mirror FEMA PAPPG eligibility criteria, with dedicated fields for ineligibility reason codes, appeal status, and documentation completeness flags.
