Portfolio
Operational GIS platforms, data automation, and analytical methods built for disaster debris programs and government operations.
These are the kinds of systems and approaches Watershed GeoData brings to every engagement.
Data Systems for Debris Operations
Large-scale debris programs generate data across dozens of sources, jurisdictions, and funding streams. These are the operational tools and automation pipelines we build to keep that data accurate, consolidated, and actionable.
Multi-Source Data Consolidation
Debris programs pull data from dozens of external REST endpoints across multiple jurisdictions and watershed basins. We build Python automation that consolidates those sources into a single operational feature service, replacing manual compilation with scheduled automated runs.

FEMA Compliance Parcel Tracking
PPDR programs need to track properties through the complete FEMA eligibility pipeline, from right-of-entry through hazard assessment, approval, removal, and closeout across multiple jurisdictions. We build master parcel management systems that maintain compliance documentation at every stage.

Citizen Case Management
Debris programs receive citizen requests through email, phone, and web channels. We build consolidated intake systems that unify those channels into a single triage interface with automated case routing, notifications, and status tracking so nothing falls through the cracks.

Cross-Portal Data Synchronization
When contractors, monitoring firms, and applicants maintain separate data environments, keeping records synchronized is an operational problem that compounds daily. We build automated Python pipelines that synchronize data across portals with OAuth authentication and intelligent upsert operations.

Survey123 Field Collection Systems
Field data collection in disaster environments requires offline capability, spatial awareness, and zero tolerance for data entry errors. We build Survey123 form suites covering field assessments, debris documentation, eligibility tracking, citizen intake, and equipment coordination with spatial intersection queries and automated workflows.

Operational Dashboards
Program leadership and field staff need visibility across multiple debris streams without switching between systems. We build interactive dashboards with embedded data entry, cross-filtered map views, and Arcade-powered dynamic reporting that consolidate operational status into a single view.

Analytical Methods
Beyond building tools, Watershed GeoData provides analytical oversight of program data. Eligibility determinations, ticket reconciliations, and property qualifications generate patterns that nobody else is looking at because the focus is on processing and billing. We look at the data itself.
METHODOLOGY · STATISTICAL ANALYSIS
Eligibility Pattern Analysis
How Watershed GeoData uses systematic data analysis and statistical methods to protect program integrity for applicants and preserve scope of work for contractors across waterway, PPDR, and ROW operations.
Additional analytical methods will be documented as engagements are completed.
Emergency Response Deployments
GIS systems built and deployed under actual emergency response conditions through Haywood County Emergency Management.
Haywood County Storm Monitoring Dashboard
Live situational awareness dashboard integrating USGS stream gages, NWS watches and warnings, dual-utility power outage tracking, NCDOT traffic incidents, NOAA flood forecasts, and citizen weather impact reports. 73,000+ views and 2+ years in continuous production for county emergency management.
ArcGIS Dashboards · Arcade · Cross-Filtering · Live Data Feeds · Responsive Layout
PECO Data Infrastructure
GIS infrastructure enabling a 21-day Post-Emergency Canvassing Operation across rural mountain terrain after Hurricane Helene. Survey123 with spatial intersection queries, Power Automate workflow integration, and offline capability for areas without cell coverage. 3,419 addresses visited, 298 households with needs tracked.

AWIPS II Location Coverage Analysis
Identified missing census-designated places and introduced volunteer fire department locations as population indicators in the NWS warning system, increasing location coverage from 71.9% to 91.4% of the County Warning Area. First known inclusion of VFD locations in AWIPS II WarnGen.
